A clear indication of the deteriorated situation of human rights in Venezuela is provided by the case of soldiers who are subjected to disciplinary regulations that include even detention in punishment cells, in violation of the most basic human rights. Some of these soldiers have lost their lives in fires which happened to ignite their cells yet to date no one has been indicted for any such incident. The cases of soldiers burned to death while detained in such ignominious punishment cells, are the following: Ángel Ciro Pedreáñez f died on May 4, 2004. Another soldier, Orlando Bustamante, died after 35 days in intensive care for the severe burns he suffered while detained in a punishment cell in Fort Mara. Soldier José Fébres-Narváez, of the Army's Special Forces Light Brigade, stationed in Monagas State, deceased on January 30, 2001, as a consequence of having been drenched in thinner and ignited, together with three other soldiers, while in detention in a disciplinary cell, by Army Lieutenant Alessandro Sicat-Torres; Corporal Rommer José Luján-Martínez (aged 20) and Raúl Royett-Gutiérrez, (aged 19), members of the Reserve Battalion stationed at the Gran Mariscal de Ayacucho Barracks in Cumaná. http://infovenezuela.org/cap5_en_5.htm

Mr Chavez: here's a list of political prisoners in Venezuela By Aleksander Boyd London 15 Mar. 04 - Yesterday's “Alo Presidente” came about with the usual script of lies. In it Hugo Chavez denied emphatically the existence of political prisoners in Venezuela. Well Mr Chavez, just in case you have not been informed by your minions here's a list of people that are, as of today, arrested in the country which you say you are the leader. Their crimes are to have gone out to the street to protest against you. The uncle of my wife, to name but one of the hundreds, continues captive, at El Helicoide, in waiting for a sentence that could send him to El Rodeo. I will not go into the legalese with you for that is obviously a topic that your 'revolutionary brain' can not comprehend. Go on Mr Chavez, make a couple of phone calls and find out if I am telling the truth or not, only then will those who watch you from afar be able to swallow your conniving attitude. You could also explain to us why you have kept General Carlos Alfonso Martínez arrested in Fuerte Tiuna since December 30 2002 or why Elsy de Peña, Wilfrido Tovar, Jacobo Supelano, William Forero, Orlando Pantaleón, Saúl Lozano, Jorge Hinojosa, Omar Guillen and José Neira Celis have not been freed since June 4 2002. Gli operanti delle ONG a difesa dei diritti umani sono stati dichiarati da esponenti del governo "elementi destabilizzanti" rapporto 2007 Amnesty Venezuela http://thereport.amnesty.org/eng/Reg...icas/Venezuela Impunity, intimidation and harassment Human rights violations, including torture, extrajudicial executions and enforced disappearances perpetrated by members of the security forces remained unpunished. • In July the bodies of eight people, including two children, were found on a ranch in the villages of La Victoria and El Nula in Alto Apure region, on the border with Colombia. Their hands were tied and they had been shot and their bodies burned. Witness accounts and initial evidence obtained by the police indicated that several members of the military had been involved in the killings. Despite this, only one member of the military was charged and tried for this crime. Human rights organizations alleged that this was part of a wider pattern of human rights violations by the same military unit against rural communities in Apure state. • Melquiades Villaroel was threatened in February after a judge sentenced five police officers to 25 years' imprisonment for the killing of her son Rafael Moreno Villaroel and two others, including a child, in El Tigre, Anzoátegui state, in March 2001. • There were concerns for the safety of the Mendoza family in Araure, Portuguesa state, following a shooting at their house in March. The Mendoza family had taken part in the trial of 11 police officers accused of the killing of seven people, including three members of their family. Human rights defenders Human rights defenders continued to be threatened and intimidated. In May the Inter-American Commission on Human Rights reiterated its concern at threats and other open hostility towards human rights defenders by government officials who publicly referred to human rights defenders as "coup plotters" and agents of instability. • In April, María del Rosario Guerrero and her husband, Adolfo Martínez Barrios, were victims of an attempted assassination in Guárico state. They had been the subject of a campaign of defamation and intimidation since 2001, apparently linked to María del Rosario Guerrero's allegations of human rights violations by the police in Guárico state. By the end of the year, María del Rosario Guerrero was receiving protection, following a ruling by the Inter-American Court of Human Rights. • In September, the Public Ministry recommended the dismissal of the case and closure of the investigation into the threats and acts of intimidation against members of the human rights organization COFAVIC (Comité de Familiares de Víctimas de los sucesos de Febrero-Marzo de 1989). A court ruling on the recommendation was pending at the end of the year. Staff from COFAVIC feared for their safety as the dismissal of this case might mean the withdrawal of police protection. There were concerns that a draft law on international co-operation which would allow government officials to decide which non-governmental organizations could access international funds, could be used to restrict the work of human rights defenders e se ancora non fosse chiaro per quanto riguarda la censura.. anche Amnesty concorda: rapporto 2006: Freedom of expression Administrative and tax proceedings were allegedly used to restrict freedom of expression. The Office of the Special Rapporteur for Freedom of Expression of the Inter-American Commission on Human Rights expressed concern over the decision of the National Agency for the Administration of Taxes and Customs to impose a fine and order a 24-hour closure of the regional newspaper El Impulso, reportedly because it had criticized restrictions on freedom of expression in Venezuela. http://209.85.135.104/search?q=cache...lnk&cd=3&gl=it
