Tibet:la questione aperta e persecuzioni

TIBET Monaco tibetano condannato ad otto anni di galera per scritte pro-indipendenza Secondo le accuse cinesi, il monaco avrebbe scritto delle frasi pro-indipendenza del Tibet ed avrebbe distribuito dei volantini che inneggiano alla separazione da Pechino. E’ uno dei quattro maestri cantori di Ganzi. Ganzi (Rfa) – Un monaco tibetano della provincia sud-occidentale del Sichuan è stato condannato ad otto anni di carcere con l’accusa di “aver scritto degli slogan separatisti su palazzi governativi” ed “aver fatto circolare volantini pro-indipendenza del Tibet”. Lo denuncia una fonte locale, anonima per motivi di sicurezza. Il monaco, Namkha Gyaltsen, viene dal villaggio di Thinley Lado, nella prefettura autonoma del Ganzi, ed è uno dei quattro maestri cantori del monastero locale. Secondo il pubblico ministero, a marzo il monaco avrebbe scritto delle frasi che inneggiano all’indipendenza del Tibet sui muri del municipio di Ganzi e su due ponti di ferro nei pressi della città. Secondo la fonte, per evitare l’arresto Gyaltsen era fuggito a Lhasa, capitale del Tibet, per poi cercare di raggiungere l’India, ma la polizia lo ha fermato e riportato a casa. Secondo un’altra fonte, il monaco è stato accusato anche di aver preparato e diffuso dei volantini pro-indipendenza e per aver esposto in pubblico una bandiera tibetana. “Le autorità cinesi – dice la fonte – lo hanno costretto a confessare. Ora si trova a Ngaba, dove rimarrà per sette od otto anni”. La prefettura autonoma di Ganzi è sempre più spesso teatro di scontri fra le autorità di Pechino ed i tibetani: il monastero locale ospita infatti circa 500 monaci della setta Gelupka – o “dei cappelli gialli” – cui appartiene anche il Dalai Lama. La Cina definisce la sua occupazione del Tibet, in corso dal 1950, come una “liberazione che ha salvato i tibetani della regione dall’oppressione feudale”. Pechino ha creato in maniera formale una Regione autonoma tibetana nel 1965, ma il Dalai Lama, supremo leader spirituale e politico della zona, sostiene che questa non ha reale autonomia dal governo centrale. Il governo in esilio del Tibet ha sede a Dharamsala, in India, ed è stato formato dal Dalai Lama nel 1959, nove anni dopo l’invasione della regione da parte delle truppe comuniste. Anche se Pechino lo considera un traditore, moltissimi tibetani rimangono fedeli alla sua figura, considerata un misto fra un re ed un dio.

Lhasa sta diventando una moderna città cinese dove cresce il dramma della prostituzione di Prakash Dubey Una fotografa ed uno studioso del Tibet hanno inaugurato una mostra a Kathmandu che vuole sottolineare i cambiamenti portati dai cinesi in quello che era uno dei luoghi più venerati dai buddisti di tutto il mondo. Kathmandu (AsiaNews) – La presenza cinese in Tibet sta rovinando l’architettura tipica della zona e ha fatto crescere in maniera “esponenziale e pericolosa per l’etnia tibetana” il mercato del sesso in uno dei centri di pellegrinaggio più riveriti della cultura buddista. Lo afferma una coppia di studiosi americani, che ha più volte visitato la capitale del Tibet e ne sta studiando i cambiamenti. Sarah Schorr, fotografa freelance, ed il marito Cameron Warner, studioso del Tibet, hanno da poco aperto a Kathmandu una mostra di fotografie sul Tibet. Le immagini esposte, secondo i due, sottolineano la proliferazione del “mercato di carne” e la “de-umanizzazione” delle donne che frequentano i “saloni rosa” di Lhasa. ”In apparenza – spiega la Schorr – i ‘saloni rosa’ sembrano negozi di parrucchieri o bar, ma non sono altro che postriboli. Nel corso della mia prima visita in Tibet, nel 2004, non capivo cosa facessero queste commesse sedute ad aspettare sotto una luce rosa davanti a vetrine vuote. Ho capito dopo che erano loro la merce in vendita”. Il primo impatto con le prostitute “mi ha impaurita, ci ho messo del tempo prima di farmi coraggio ed entrare. E’ stata un’esperienza incredibile: a loro piace molto farsi fotografare e parlare della loro vita”. Le donne, fra i 15 ed i 35 anni, non hanno istruzione: si sono avviate alla prostituzione, o sono state costrette a farlo, per migliorare le loro condizioni economiche. Sono di etnia cinese o tibetana, ma queste ultime sono pagate di meno in quanto “meno sofisticate”. “Lo sviluppo economico della Cina ed il flusso migratorio degli Han – spiega il marito - hanno la maggiore responsabilità per questo fenomeno. I nuovi ricchi si trovano nelle città, ed è qui che le donne vengono a prostituirsi lasciando le campagne”. “Inoltre – aggiunge – la guarnigione militare, sempre cinese, e la disparità fra maschi e femmine hanno fatto salire il mercato del sesso. Temo che la nuova ferrovia Pechino-Lhasa non farà altro che peggiorare la situazione”. La presenza cinese in Tibet ha avuto effetti anche sull’architettura. “Da quando veniamo qui – riprende la Schorr – abbiamo notato un cambiamento veloce nel paesaggio. Spariscono sempre più palazzi o costruzioni tipiche del Tibet, per lasciare il posto a casermoni in stile occidentale che ospitano centri commerciali o uffici governativi”. “Lhasa – conclude – sembra aver perso il carattere che la rendeva una città unica al mondo. Ora la capitale del Tibet sembra una qualunque città cinese moderna”.

China increasing its pressure on Tibet
6 August 2006 [WTNN] China's Communist Party has been tightening its grip on Tibet in recent months, resorting to language and measures not seen since the repression of the late 1990s, according to sources with knowledge of the situation. The pressure comes as the Dalai Lama's envoys continue to negotiate with Beijing about his possible return to Tibet after more than 40 years in exile. The religious leader is regarded by the Chinese as bent on independence for the region, and his followers are seen as subversives. "In the last few weeks, we have seen an increasingly repressive political climate on Tibet as Beijing emphasizes its domination of the region," said Kate Saunders, a spokeswoman for the Washington-based International Campaign for Tibet. "It's difficult to discern the intentions of the senior leadership on the ongoing dialogue between the Dalai Lama's representatives and Beijing." Nongovernmental organizations in Tibet say they have started to feel the pressure. Some contracts to work in the region reportedly have not been renewed. Last month, a study program between American universities and Tibet University was closed in the city of Lhasa after 20 students arrived and were turned away, sources said on condition of anonymity. The official reason for the closure was that the teachers were too busy. Also last month, authorities shut down the blogs of a well-known Tibetan writer who posted a photograph of the Dalai Lama and wished him a happy birthday, his 71st. Some Tibet observers say the timing of the tightening could be a sign that various factions in the Communist Party are engaged in a power struggle, with hard-liners opposed to any deal that would bring the religious leader back from his exile in Dharamsala, India. But others argue that Chinese leaders have several cards and are playing them simultaneously, essentially negotiating on Tibet while still cracking down on the Dalai Lama's followers, said Robbie Barnett, professor of modern Tibetan studies at Columbia University. "Perhaps this is to wear down the Dalai Lama and threaten his power base," Barnett said. A story run in two Chinese newspapers and carried by the official New China News Agency asserted late last month that, while the Dalai Lama has told the world he seeks autonomy or a "middle way" rather than independence, he is not to be believed. "Given the fact that the Dalai Lama gives out different signals at different times and even at the same time, one can hardly agree his 'middle way' is different from 'Tibetan independence,' " the article said. The Chinese government has moved to block any influence the Dalai Lama has over Tibetans. Earlier this year, after the religious leader made a plea to protect endangered species and his followers began destroying their fur-lined traditional robes, the Chinese government banned Tibetans from burning fur pelts. Then, after monks clashed in a dispute over clay statues of an obscure deity at a monastery near Lhasa, the city's mayor accused the Dalai Lama of stirring up trouble and trying to "sabotage the unity of Tibet." There have long been cycles of repression and relaxation in Chinese policy toward Tibet. The previous two party secretaries in the region were considered technocrats who were more focused on economic development, observers said. But the current secretary, Zhang Qingli, who once served in the Communist Youth League with President Hu Jintao, has a strong record of making ideological statements against separatism. A former commander of the paramilitary Xinjiang Production and Construction Corps, Zhang had been charged with border security and presiding over the migration of millions of Han Chinese to Xinjiang. An informed source in Lhasa who spoke on condition of anonymity said thousands of government workers in Phenpo, a rural area just northeast of Lhasa, had been asked to write criticisms of the Dalai Lama. Similar campaigns have targeted monasteries in the past, but the source said it was unusual to involve civil servants. After being named to the post in May, Zhang had quickly declared a stepping-up of the Communist Party's patriotic education campaign in Tibet, beyond monasteries and nunneries to the wider population. He said it was a "fight-to-the-death struggle" with the Dalai Lama, who was "the biggest obstacle hindering Tibetan Buddhism from establishing normal order," according to state media reports. Said Saunders, of the International Campaign for Tibet: "It was almost Cultural Revolution language." A spokesman for the Foreign Ministry did not return a call seeking comment.

Tibetano chiede intervento Onu
Dolma Kyab condannato a 10 anni, in carcere da settembre (ANSA) - PECHINO, 9 AGO - L' insegnante tibetano Dolma Kyab, in prigione dal settembre scorso e condannato a dieci anni di prigione, ha rivolto un appello all'Onu. Dolma e' stato accusato dalle autorita' cinesi di essere una spia straniera, ma nella lettera indirizzata all' Onu, l'insegnante afferma di essere stato condannato per aver scritto un libro, ''L' Himalaya senza pace'', nel quale sono contenute delle affermazioni relative ai confini della Cina non gradite a Pechino.

Tibetan Horse Race Canceled After Violence
[RF Asia 9 August 2006] WASHINGTON-A crowd of Tibetan nomads has ransacked a local police station in a traditionally Tibetan area of Sichuan province, China, after a dispute over the result of a major annual horse race, Radio Free Asia (RFA) reports. Sources told RFA's Tibetan service that the annual Lithang (in Chinese, Litang) Horse Race Festival, which was scheduled to run from Aug.1-7 and drew tens of thousands of spectators, was cut short because of clashes over who won third place. "This year when the main horse race took place on Aug. 3, there were no disputes regarding the first- and second-place winners," one source said, speaking on condition of anonymity. "Third place was actually won by a local nomadic horse racer, but the [Lithang county] authorities declared a horse owned by a government official as third-place winner." All the contestants were Tibetan. The Tibetan nomads were enraged, and the father of the Tibetan horseman who they believed was the rightful winner went to complain at the Lithang police station, where he was beaten by police, sources said. Three other men were also beaten, witnesses said. All four refused to seek medical attention and instead commandeered a stage at the horse festival that was to be used for a cultural performance, they said. Police station ransacked Angry over the beating and the disputed result, several hundred Tibetan nomads went to the police station and ransacked it on Aug. 4, after which county authorities canceled the rest of the Lithang festival, the sources said. During the scuffle, police fired warning shots into the air and the Tibetans responded by pelting them with stones, witnesses said. Ultimately, according to a source who asked not to be named, the owner of the horse that was declared the third-place winner "went to the family of the man whose horse should have won and confessed that it was a mistake. He offered them 500 yuan and apologized for the mistake." Lithang police, contacted by telephone, declined to comment on the incident. A huge annual event The festival is a major event in the region and has drawn up to 50,000 participants and spectators from all over China in previous years. "Thousands of Tibetans attended from other Tibetan areas, mainly in the Kham area," one Tibetan source said. "More than 1,000 colorful tents had been pitched, and there were activities and dances. The main event was the horse race of course. Khampa horsemen compete in different skills, such as picking up scarves from the ground while running in full gallop, firing at targets while racing on horseback." At 4,000 meters above sea level, Lithang is one of the highest human settlements on Earth. It is home to the 16th-century Lithang Monastery, now rebuilt after being bombed in the 1950s.

[Press Trust of India August 9] - Tibet's Communist Party chief has accused the Dalai Lama of being a "double dealer" who is engaged in separatist activities in collusion with anti-China forces, making him an "unworthy" religious leader for devout Tibetans.
"The Dalai Lama used to be an acknowledged religious leader, which is an undoubted fact, but what he has done makes him unworthy of the title," Secretary of Tibet's Communist Party, Zhang Qingli said in an interview with the German weekly 'Der Spiegel'. The Dalai Lama staged a failed armed rebellion against China in the late 1950's and stirred social unrest in Lhasa in the late 1980's, Zhang was quoted as saying by Xinhua. By the end of the first half of this year he had paid 312 "official visits" to other countries, averaging six visits a year, while last year he made 12 overseas journeys, he said, indicating that Beijing is keeping a tab on the India-based Buddhist spiritual leader's activities. "The goal of his 'official visits' are to ally himself with 'anti-China' forces and publicise his separatist beliefs, which deviate from the practice of religion," Zhang said, harshly criticising the top Tibetan monk who is on exile in India since 1959. Earlier, the chairman of the Tibetan government Champa Phuntsok described the Dalai Lama as "a politician in Buddhist robes and Italian shoes", quoting media tycoon Rupert Murdoch. Zhang said only a few people in the world know the real Dalai Lama, whose supporters are either devoted believers, hostile to China or people ignorant of the whole story. "I still can't figure out how he was awarded the Nobel Peace Prize," said Zhang, "What peace has he brought to the world?" The Dalai Lama was the recipient of the Nobel Peace Prize in 1989. The party chief also labelled the Dalai Lama as a double dealer, saying his so-called "middle way" was in fact thinly disguised independence. In the Dalai Lama's "middle way", he seeks a "greater Tibet" which would enjoy more autonomy than Hong Kong and Macao, said Zhang. China has already rejected the Dalai Lama's bid for a "Greater Tibet" including the Tibetan-inhabited areas in Gansu, Qinghai, Sichuan and Yunnan provinces. So soon as the Dalai Lama abandons his separatist ideas, the door to talks is always open, Zhang said. Direct talks between the Dalai Lama and Beijing to resolve the vexed Tibet issue were abruptly cut off in 1993 and were renewed only in 2002. Since then, five rounds of talks have been held, but little progress has been achieved. China has repeatedly stated that the condition for holding talks with the Dalai Lama is that he should genuinely renounce the stand of Tibetan independence, stop separatist activities, openly declare and acknowledge that Tibet is an inseparable part of China, that Taiwan is an inseparable part of China and that the People's Republic of China (PRC) government is the sole legal government representing whole of China.

CINA Si appella all’Onu un insegnante tibetano in carcere per “spionaggio” Condannato a 10 anni “per avere messo in pericolo la sicurezza statale”, è riuscito a far giungere un suo messaggio all'esterno. Pechino (Agenzie) – Un insegnante tibetano, da mesi in prigione con l'accusa di spionaggio, è riuscito a far giungere un suo appello all’Onu chiedendo aiuto. Dolma Kyab, è stato arrestato il 9 marzo 2005 mentre era insegnante di storia in una scuola di Lhasa. Il 6 settembre è stato condannato a 10 anni di carcere per “avere messo in pericolo la sicurezza statale” ed è recluso nella prigione di Qushui (Tibet). Il suo arresto è stato rivelato l’8 agosto dall’International Campaign for Tibet (ICT). Dolma è stato accusato di spionaggio o rivelazione di segreti di Stato, dato che nel 2003 è andato a studiare inglese e hindi nella città indiana di Dharamsala, dove il Dalai Lama vive in esilio. Nel suo appello all'Onu, Dolma denuncia che l’accusa sarebbe fondata su un suo manoscritto sulla geografia del Tibet, dal titolo The Restless Himalayas. “Loro pensano – scrive l’uomo dalla prigione di Qushui, a sud ovest di Lhasa – che quanto ho scritto sulla natura e la geografia sia collegato con l’indipendenza del Tibet… questa è la principale ragione della mia carcerazione”. “Ma per la legge cinese questo libro non può, di per sé, giustificare una così grave condanna. Così, mi hanno ritenuto colpevole di spionaggio”. Finora Pechino non ha fatto commenti. Il Centro tibetano per i diritti umani e la democrazia (TCHRD) ha detto che con ogni probabilità Dolma nel suo scritto fornisce notizie ritenute riservate, come la dislocazione e il numero delle installazioni militari in Tibet. Sette noti scrittori cinesi e tibetani hanno messo su internet un appello per il rilascio di Dolma, che ha 29 anni. Nativo del Qinghai, egli si è laureato in storia e geografia alla Normal University del Qinghai, e ha seguito corsi di specializzazione alla prestigiosa università di Pechino. La Free Tibet Campaign, ricordando che l’8 agosto è iniziato il conto alla rovescia per le Olimpiadi di Pechino - che si apriranno l’8 agosto 2008 - ha sollecitato il Comitato olimpico internazionale a chiedere al Governo cinese di liberare tutti i prigionieri politici.

Dalai Lama Committed To Dialogue Process Despite Chinese Tirade
[IC Tibet August 7th, 2006] His Holiness the 14th Dalai Lama The Dalai Lama has said that he is committed to reaching on a solution to the Tibetan issue based on his Middle Way Approach and that he is not disturbed by the latest Chinese tirade against him. In an interview published in the Indian Express, an English daily from India, on August 7, 2006, the Dalai Lama is quoted as saying, "Our demand is autonomy for Tibet, for preserving and following our religion, culture and environment." The newspaper says, "the Dalai Lama declared he wasn't disturbed by the latest Chinese tirade against him and said he has stuck to the idea of a middle-path: autonomy for Tibet under the constitutional framework of China. An article published by China's Tibet Information Centre recently had come down heavily on his attempts to reject the political system in Tibet." "Asserting that the solution is through a dialogue with China, he said he would resign the moment the Tibetan freedom movement took a violent turn," the report added. Indian Express said, "He was critical of Chinese methods in Tibet. He felt the Chinese had "effective propaganda machines" and they practised Communist "methodology" such as "oppression", and not the ideology." The newspaper said, "The Dalai Lama is seriously thinking about his successor. The spiritual and temporal leader of Tibetan Buddhists says the candidate should ideally be from the Tibetan community in exile in India, though he is quick to add that the name should be acceptable to all Tibetans." "As the 14th Dalai Lama, I took the Tibetans out of the country to India and began the movement of getting the homeland back. My successor should fulfill this objective," the Dalai Lama quoted by the newspaper as saying.

Tutu calls on China to 'do the right thing' in Tibet
His Holiness the Dalai Lama presents Archbishop Desmond Tutu with ICT's Light of Truth award 'on behalf of the heroes and heroines who often do not get mentioned.' [WTN] Today Archbishop Desmond Tutu accepted ICT's Light of Truth award from His Holiness the Dalai Lama "on behalf of the heroes and heroines who often do not get mentioned." Tutu gave a touching, often humourous speech about his friendship and respect for the Dalai Lama and drew comparisons between the fight to end apartheid and the Tibetan struggle. Tutu also called on the Chinese government to "do the right thing" for the Dalai Lama and Tibet and expressed his hope that China's emerging global political status would see it be a "superpower for the promotion of freedom in the world, especially in Tibet." "Bad people do not have the last word. They may have guns and power, but they have already lost...Justice, goodness, compassion and love will prevail. Freedom is unstoppable," said Tutu. The Light of Truth award was also awarded to the Herge Foundation before an audience of politicians, diplomats and representatives of major political and human rights institutions in Brussels. Mrs Rodwell, founder of the foundation, said "that Herge would not have expected that 40 years after he produced Tintin in Tibet, it would have such an impact." In opening remarks Ms Tsering Jampa, Executive Director of ICT Europe, said that ICT's goal is "to ensure that the issues that affect the lives of the 6 million Tibetans inside Tibet are at the heart of the European Union's engagement with China." "Since ICT's inception, we have never wavered in our support for a non-violent solution to the Tibet Issue. We truly hope that Western institutions will give this kind of freedom struggle the support it so richly deserves," said Ms Jampa.
