Italian company eager for partnership, sweetens bid with full technology transfer

Contenders bidding for Turkish procurement of scores of attack helicopters are at the most delicate stage of a fierce competition as the time for Turkey to select an international manufacturer for its $2 billion program nears.

�We're ready to establish a partnership with Turkey,� Giuseppe Orsi, CEO of Italy's AgustaWestland, one of the bidders for the attack helicopter contract, told a group of Turkish reporters in Milan.

The contract stipulates an initial batch of 50 attack helicopters. The contenders are French-German EADS subsidiary Eurocopter -- maker of the Tiger; Italian AgustaWestland SpA -- maker of the Mangusta A129; Russia's Moskovskiy Vertoletnyy Zavod (Moscow Helicopter Plant) -- maker of the Mi-28 Havoc; Russia's Kamov -- maker of the KA-50/2 Black Shark; and South Africa's Denel Aviation -- maker of the CSH-2 Rooivalk.

A final decision will most likely emerge from a June 27 meeting of the Defense Industry Executive Committee, Turkey's top panel that oversees critical procurement decisions.

�Our goal is not to pursue a hit-and-run tactic but to establish a long-term partnership with Turkey as well as contribute to the Turkish defense industry,� Orsi said.

AgustaWestland, one of the world's leading helicopter manufacturers with a full range of rotorcraft for every commercial, government and military application, is proposing to move its production line to Turkey, a move that is considered to give it a better chance over rival bidders.

�We're ready to transfer the production line, technology and all source codes of the A129 to Turkey,� Orsi said, noting that providing local Turkish industry with unlimited authority was one of the differences between their company and the other contenders.

Orsi said his company would grant a license to manufacture the attack helicopters under Italian export rules but added that the licensing of technology developed by Turkey could be exported to other countries under Turkey's own export rules, which would open the way for production of Turkish-made helicopters.

The Italian proposal will strengthen the domestic market in Turkey, according to Orsi, who said his company also first started by purchasing licenses.

�Turkey can follow a similar path as well,� he added. �We're ready for the participation of the Turkish industry and foresee a joint responsibility. We'll assume the responsibility for everything upon which we have an effect.�

Turkey's plans to buy scores of attack helicopters originally date back to the mid-1990s, but these efforts have so far been futile.

The country's new helicopter program came after a similar project failed last year. In that now-defunct program Turkey selected U.S. company Bell for co-production of 50 of their AH-1Z King Cobras, but after four years of talks failed due to disputes over price, technology transfer and licensing problems, Ankara cancelled the entire process in 2004 and decided to launch a new international tender.

AgustaWestland, which brings together almost 10 decades of combined experience of Agusta SpA and Westland Helicopters Ltd., did not join Turkey's previous helicopter tender as the company found unacceptable the conditions for bidding laid down by Ankara.

Under the previous tender announced by Ankara, the license owner was held responsible for production of the helicopters in Turkey, Orsi said. �We could not have accepted that,� he noted and stressed their participation now was very timely. �Our proposal fits well into the timing of the tender.�

Parallel to Italian military requirements, the A129 was designed for day/night and adverse weather combat operations. A129 attack helicopters have already been used in U.N. peacekeeping missions in Somalia, Eritrea and Bosnia.

�No influence of power change over tender process':

The Italian company dismissed that a change of power in Italy would influence the tender process. The policy of the new Italian government under Prime Minister Romano Prodi toward Turkey has been a source of curiosity in Ankara, especially after Massimo D'Alema was elected foreign minister as a result of April polls. D'Alema is probably the most unpopular Italian politician in Turkey as he repeatedly refused in 1998 to extradite Abdullah Öcalan, leader of the outlawed Kurdistan Workers' Party (PKK), to Turkey, sparking a diplomatic crisis between Ankara and Rome.

�We never think that a change in government will have an impact on the tender outcome,� Orsi said. �Governments come and go. What's important is what the peoples want. Italian people like Turks and want to see them in Europe,� he said, noting that �around 75 percent of Italians back Turkey's aspirations to join the European Union.�

Dato che questa richiesta per elicotteri va indietro al 1995 e si è cancellata ripetutamente per il fatto che i produttori (specie Americani) non volevano dare i codici sorgenti del software ,penso che l' A-129 ha buone possibilità di vincere.Però onestamente,mi sa che si concede un po' troppo.Cioè quando Orsi dice "�We're ready to transfer the production line, technology and all source codes of the A129 to Turkey,�" intende che oltre i codici sorgenti e il trasferimento di tecnologia,la linea di produzione sarà trasferita dall' Italia alla Turchia?

è esagerato,la Turchia poteva fare una nuova linea sua...

Cmq,penso un' offerta così non la possa contrastare nessuno degli altri contendenti (infatti gli Americani si sono ritirati per il fatto dei codici sorgente).

AGGIORNAMENTO:

Secondo CNN Turk,la Turchia ha eliminato dalla competizione Russi/Israeliani col Kamov e lo stesso con la Eurocopter-Tiger,perchè non concedevano abbastanza secondo i requisiti Turchi.

Unici rimasti nella competizione sono il Mangusta e il sudafricano Rooivalk.

Quindi a meno che non cancellino per l' ennesima volta la competizione,credo che il Mangusta si prenderà il contratto.
