Italy's Prodi to risk Senate vote

Embattled Italian Prime Minister Romano Prodi is to risk a confidence vote in the Senate despite calls for him to resign.

Mr Prodi had been advised by President Giorgio Napolitano to avoid the vote, which the PM is in danger of losing.

Mr Prodi held crisis talks with Mr Napolitano after the crucial desertion of a small party in his coalition.

The PM won a confidence vote in the lower house on Wednesday but, on paper at least, has lost his Senate majority.

When Mr Prodi met Mr Napolitano on Wednesday, the president was reported to have advised him to consider resigning instead of going ahead with Thursday's Senate vote at 2000 local time (1900GMT).

But at a follow-up meeting on Thursday, Mr Prodi told the president he would go to the Senate, according to Italian media reports.

He told the Corriere della Sera newspaper that he wanted the vote to go ahead for the sake of the nation.

"It's painful, but I have to do it for the country," he said. "Italians have the right to know who is in favour of my government and who is opposed."

Berlusconi's boon?

The crisis was sparked by the withdrawal on Monday of the centrist Udeur party - with its three seats - from Mr Prodi's ruling coalition, costing the prime minister his Senate advantage of two.

The party pulled out, citing a lack of support for its leader, the former Justice Minister Clemente Mastella, who resigned after being named in a corruption probe. He maintains that he is innocent.

The embattled 68-year-old premier won Wednesday's Chamber of Deputies vote by 326 votes to 275.

But his hopes of mustering enough support to carry the Senate and save his 20-month-old, centre-left coalition look increasingly forlorn, analysts say.

Silvio Berlusconi, a conservative former prime minister who was defeated by Mr Prodi in 2006 elections, wants to see the premier defeated in the Senate.

This would trigger calls for snap elections, which polls suggest Mr Berlusconi's centre-right Forza Italia party could win comfortably, our correspondent says.

The curse of Italy’s fractured political system threatens to strike again, with the withdrawal of one of the smallest political parties from Romano Prodi’s centre-left coalition. It means that Mr Prodi has lost his wafer-thin majority in the Senate, the upper house of parliament, and for the umpteenth time since he came to power in 2006, he has been forced to seek a vote of confidence in a desperate bid to stay in power.

The last thing Italy needs now is another election. Quite apart from the prospect of being without a properly functioning government during a period of international economic turmoil, the country is lumbered with a half-baked electoral system that is likely to produce another kaleidoscope of quarrelling political parties. It urgently needs reform to force the proliferation of parties into broader groups that can produce a more coherent government and opposition.

The present Chamber of Deputies – the lower house – consists of 39 different parties, and Mr Prodi’s coalition contained nine of them until the latest defection. In spite of that arithmetical nightmare, the government has performed surprisingly well over the past 20 months.

Tax evasion has been sharply reduced, and a budget deficit of 4.4 per cent of gross domestic product left by the former centre-right government of Silvio Berlusconi has been cut to about 2 per cent. The upward trend in Italy’s swollen public debt has been reversed. Although growth has been sluggish in eurozone terms at 1.9 per cent, unemployment is down to a 15-year low of under 8 per cent.

Although Mr Berlusconi brought a welcome degree of stability to Italian politics by serving a full term in office, that was all he achieved. His government failed to deliver any significant economic reforms, and allowed public finances to deteriorate badly. His agenda was dominated by personal interests, he blatantly exploited his control over a media empire, and his erratic behaviour alienated most of his European Union partners.

Perhaps his greatest offence against the national interest, however, was in tinkering with the Italian election law just before he left office, to allow more fragmentation of political parties, not less. If Mr Prodi loses his confidence vote, President Giorgio Napoletano should appoint a caretaker government to change that law, which is in nobody’s interest.
