this is how to solve it:
goto 'C:\Program Files\Empire Interactive\FlatOut\Savegame\' folder
Edit with notepad/wordpad the file 'options.cfg'
Locate:- Settings.Visual.SunFlare = TRUE
Change to:- Settings.Visual.SunFlare = FALSE
