For a quick test, navigate to the Device Manager and:
1. Disable COM port
2. Reboot
3. Enable COM port
4. Try Program
If the above does not resolve the problem, maybe the fact that your serial COM port (DB9 or DB25 connectors) are defective. Connect a serial mouse to the COM port and see what happens.
You could also check in the BIOS if the correct addresses are assigned: COM1 03F8h, COM2 02F8h
You may also try to reinstall the programs or reassociate them to the correct COM port under the File\Settings menu.
By the way: PORT non significa PORTA, significa PORTO come PORTO di NAPOLI!
