Da quanto ne so gli utenti Fastweb (quantomeno su fibra) non hanno un IP pubblico ciascuno, ma condividono uno o più IP pubblici. Ritengo dunque possibile che due utenti Fastweb abbiano lo stesso IP pubblico.
