Se ci sono molti file di piccole dimensioni oppure i file non sono contigui è normale direi.
Il controller c'entra ben poco: quelli integrati nelle schede madre sono a dir poco ridicoli in quanto non hanno hardware dedicato per gestire l'I/O e quindi tutto il carico spetta comunque alla cpu.
