Nel forum c'è scritto che a quanto pare tutti quelli con 1.9 hanno sto problema. la soluzione è:

So what I did wasmind you this is for PC)

Uninstalled the game

Deleted the residual ArmyOps folder

Reinstalled the game

Opened the game and tried to
login(which you probably can that first time) only to establish an armyops.ini file to plug [Dev] Abraxas code which has been mentioned and linked to death

Took the IpDrv.u file which is located C:\Program Files\Army Operations\System and moved to trash but did "not delete"

Placed the new IpDrv.u file back into C:\Program Files\Army Operations\System

Restarted the computer

You can e-mail me if you want the file and I'll try to send it to you ASAP

I can't guarantee it will work for you but it's worth a shot at this point untill the [Dev]s are able to post something.
I hope it works for you because I know how frustrating this problem has been.
