I agree with Thora it sounds to be a bottleneck causing high ping or packetloss. This will cause your game to "speed" at times your ping or packets return to normal.
You can try doing a trace route or pathping to 74.52.168.194. From memory I think thats the game servers. Someone please correct me if thats wrong.
And what your looking for is high ping times or node packetloss. If you have either of those its going to cause internet congestion and your game is gonna appear to speed up or goto normal at times.
If you have either of those you will need to contact your ISP and inform them of the location (IP or mail the results), that is causing the congestion. This is normally caused by a CPU overload on the host your internet is 'hopping' through.
