1- Thanks for the help. My associations showed msc files linked to microsoft common console documents but wasn't working. So I changed the association to mmc.exe and now it works like normal. Not quite sure how I managed to change that one! :)
2-had this same problem with all .msc files. Didn't work logged in as admin. Didn't matter if I changed the file associations. Could open the snap-in manually from within MMC.exe, just couldn't use any of the built-in shortcuts, like ControlPanel:AdminTools:services etc. Here is the resolution I found on MS Technet. Worked like a charm.
3-RESOLUTION
To resolve this issue, reregister the Msxml3.dll file. To do this, follow these steps:
Click Start, click Run, type CMD in the Open box, and then click OK.
Type the following command at the command prompt, where C:\Windows is the folder that Windows is installed in, and then press ENTER:
regsvr32 C:\Windows\system32\msxml3.dll
When the command completes successfully, you receive the following message:
DllRegisterServer in C:\Windows\system32\msxml3.dll succeeded
