According to http://nch.invisionzone.com/lofiversion/index.php/t462.html, there is a Sharp voice recorder that looks to be similar to your RCA model. Their Australian support site has a Windows conversion program that you can download and try from http://support.sharp.net.au/drivers/orgsw.htm.

If that doesn't work, you might try the program SOX which can convert lots of formats. By the extension, I'd guess that the data is a raw PCM format with 16-bit signed samples.

To convert these to WAV files, you'd download SOX (Sound Exchange), from http://sox.sourceforge.net/, extract the sox.exe file, and then run it from the command window using parameters like

sox myfile.s16 -c 1 -r 22000 -t raw -s -2 myfile.wav

You may have to play with the 22000 number to pick the right sample rate. The sound will be playable with the wrong rate, but it will be higher or lower in pitch. Common rates are 8000, 11000, 12000, 16000, 22000, 32000, 44000. Since this is a voice recorder, I'd expect a lower number since it isn't trying to record high frequencies. Also, you might try using -a instead of -s in case the encoding isn't signed but is instead ADPCM. The final output file may also have some garbage at the front or end depending if there's a header that's not actually sound data.
