[HELP] Non capisco come installare ed usare questo programma TTS! :(

Ho già chiesto in "programmi & utility", ma NON ne è uscito niente, quinti provo QUI dove l'esperienza del programmatore fa la differenza.

Il programma in questione è questo:
Festival-ITALIAN (http://www.pd.istc.cnr.it/FESTIVAL/home/download-FESTIVAL.htm)
, che dovrebbe essere la MOD di questo:
Festival (http://www.cstr.ed.ac.uk/projects/festival/)

X COMPLETEZZA
La scelta è caduta su Festival dopo 1 ricerca su questi SW:
Programmi per fare "text to speech": quali?! (http://www.hwupgrade.it/forum/showthread.php?t=1423335)
, nella quale Festival sembra fare:
stringa --> | SW x TextToSpeech | --> file_audio.wav

con licenza GPL.
Quindi vorrei imparare ad installarlo ed usarlo.

A parte a non capire come si installi, manco si trovano gli stessi file in giro.
Qua ad esempio è 1 TARGZ:

... manco le versioni coincidono ... :help:

Un amico mi ha detto di fare prima 'configure' e poi 'make' perchè c'è il makefile.
Ma a me configure non mi fa proprio nulla nel mio MinGW ... :O

INSTALL

Festival should run on any standard Unix platform. It has already run
on Solaris, SunOS, Linux and FreeBSD. It requires a C++ compiler (GCC
2.7.2, 2.8.1, 2.95.[123], 3.2.3 3.3.2 RedHat "gcc-2.96" and gcc 3.3 are
our standard compilers) to install. A port to Windows XP/NT/95/98 and
2000 using either Cygnus GNUWIN32 and Visual C++ is included, this is
still new but many people are successfully using it.

A detailed description of installation and requirements for the whole
system is given in the file INSTALL read that for details.

Se avete voglia, magari con la vostra esperienza vi costa anche poco.
