Salve a tutti, sono arrivato alla concolusione che il problema sia il mio digicom perchè con il mio router i test vanno alla Velocità della linea misurata:
149.4 Kbit/sec 18.3 KByte/sec
mentre con il router della telecom viaggia sui 7mega(velocità a cui si aggancia).
il mio router michelangelo è impostato con i seguenti parametri:
WAN Information:
Mode: Routing
Encapsulation: PPPoE
Multiplexing: LLC
VPI/VCI: 8/35
Service Name: alice20
User Name: aliceadsl
Password: ********
IP Address: Obtain an IP Address Automatically
Network Address Translation: Many to One
Connection: Nailed-Up Connection
LAN Information:
IP Address: 192.168.1.254
IP Mask: 255.255.255.0
DHCP: ON
Client IP Pool Starting Address: 192.168.1.100
Size of Client IP Pool: 100
mentre i dati che escono dal sito SpeedGuide.net sono:

MTU = 1492
MTU is optimized for PPoE DSL broadband. If not, consider raising MTU to 1500 for optimal throughput.

Note: TCP 1323 Options need to be enabled for RWIN over 2^16 (65535). Windows 9x might also need the MS Vtcp386 fix.
For optimum performance, consider changing RWIN to a multiple of MSS.
Other RWIN values that might work well with your current MTU/MSS:
511104 (MSS x 44 * scale factor of 8)
255552 (MSS x 44 * scale factor of 4)
127776 (MSS x 44 * scale factor of 2)
63888 (MSS x 44)
bandwidth * delay product (Note this is not a speed test):
