I think in your 2 clips, you didn't switch from preview to time-shift for VLC : what you call time-shift is in fact, limited to play/pause
With time-shift for VLC, I was meaning not only the ability to pause for a while the streaming, but the capacity to move back cursor on the time line in order to watch again and again, Zidane headbutt on Materazzi
If you just can check if your screen is pixelated with my settings :

Yes, and there is a bunch of options, I have tested all combinations of them for the 3 options for Default local preview command :
- Preview (HTTP)
- Preview with VLC
- Preview with Time shift for VLC
